By default, every user is added to the "Edit All Interventions" user group when they are created. This means that all staff members have permission to see all interventions for all students that are not flagged with the "Mental Health" flag, unless they also have the "View Mental Health" permission.
If a user is removed from the "Edit All Interventions" group and has no intervention-related permissions, they can view the full details for, and edit, the interventions only for students that they teach. They can also see that students they don't teach are in an intervention, but they are not able to see comments, nor can they edit or modify that intervention in any way. The only exception to this rule is an intervention marked "Mental Health". Mental health interventions are hidden from staff who do not have the "View Mental Health" permission.
If a user has the "View Mental Health" permission, they will be able to see mental health interventions, but being able to edit them depends on if they 1) have the "Edit All Interventions" permission or 2) are teachers of that student.
